Contingency Search is usually used by companies who are just getting by.  They have some turn-over, but they are covering it with overtime.  They can outsource some of their maintenance task and they may not understand the importance that preventive maintenance plays in the production process.  They think they can manage production without a qualified and dependable Maintenance Technicians.
